Approve an extension to the ‘target’ framework value under the Re:fit 3 Framework

The Council approved the below projects under the Re:fit 3 framework, some of which are still in delivery.

North Angle Solar Farm (including CPEN) Swaffham Prior Community Heat Network New Shire Hall solar carports Schools (including Comberton Village College) Babraham Road Park & Ride smart energy grid.

All of these projects have been impacted to varying extents by increasing material and labour costs in the construction industry in the U.K. caused by the Covid-19 pandemic, EU Exit, the Ukraine war and other global events.

The increases in costs and budgets have been approved through committee decisions for each of the projects individually, as required. However, to accommodate the additional costs on energy projects in relation to the overall framework, it is necessary to extend the original £50M target value of the Re:fit 3 framework. The current expenditure under the mini-competition is £48.7m (as of 30th May 2024) out of the £50m target. It is proposed to increase the target value by £25m, from £50m to £75m to reflect the project increases resulting from the issues highlighted above.
