Finalisation of funding levels for the learning disability partnership up to 31 March 2025, associated agreement with the Integrated Care Board and allocations from earmarked reserve.

Sign and enter into a settlement agreement with the Cambridgeshire and Peterborough Integrated Care Board (NHS) confirming final funding levels, payment timings and resolution/release of dispute for the learning disability pooled budget.  

 

The total amounts to be paid by the ICB for its share of the LDP pooled budget is £28.862m in 2023-24 and £29.622m in 2024-25.

 

Earmarked reserve allocations are made as follows to offset income billed / accrued to be billed to the ICB but no longer expected to be received:

i) £1.5m previously received from the ICB for unspecified learning disability spend and held in Adults LD reserves;

ii) £121,849 of funding received from the ICB as part of a previous debt settlement and held in bad debt provision; and

iii) £38,000 balance held in Adults LD reserves. This will fully utilise the LD element of Adults risk reserves.

The amounts agreed in the settlement have already been accrued for in the Council’s 2024/25 accounts or are covered by the proposed transfers from Adults reserves. The settlement will therefore not impact on the in-year Adults position for 2025/26.

Continuing the dispute would entail external mediation or appointment of an arbitrator. The parties consider there is now sufficient information to reach an appropriate settlement and resolve the dispute locally between themselves.
