Proposal for Dedicated Cycle Lane and 30mph Speed Limit on the Roads from Dullingham to Newmarket via Hall Farm
Overview:
We, the undersigned, support the implementation of a dedicated cycle lane and a reduction of the speed limit from 60 mph to 30 mph on the roads from Dullingham to Newmarket via Hall Farm Road (CB8 0TX), approximately 2-3 miles, with connections to the national cycle network (NCN) route 51. This proposal aims to enhance cyclist safety, promote active lifestyles, and calm traffic through infrastructure design, aligning with national guidance in LTN 1/20 (Cycle Infrastructure Design, 2020) and Cambridgeshire County Council's priorities for road safety and sustainable transport.
Justification:
The current 60mph speed limit and lack of cycling infrastructure on roads from Dullingham to Newmarket pose significant safety risks to cyclists and pedestrians and drivers. A dedicated cycle lane and lower speed limit will address these issues and provide broader benefits.
Safety:
The 60mph limit is hazardous for cyclists on a rural road with narrow verges and sharp bends. LTN 1/20 recommends segregated cycle lanes or speed limits of 20-30 mph on roads with cyclist activity (section 6/1).
A 30 mph limit, paired with a cycle lane, is a practical compromise for a rural setting, reducing collision risks. The UK Transport Research Laboratory notes that every 1 mph reduction cuts casualties by 6%, supporting the proposed changes.
Local evidence (residents' reports of speeding on Hall Farm Road, near misses, dead pets and wildlife, and RTAs) highlights the need for intervention.
Traffic:
A dedicated cycle lane narrows the carriageway, naturally slowing vehicles, as per LTN 1/20's guidance on infrastructure as a traffic calming measure (section 10.3).
This supports a self-enforcing 30 mph limit, reducing any reliance on police enforcement.
Connectivity:
The cycle lane will connect Newmarket Hall Farm and Dullingham to Newmarket town centre (2-3 miles), a key hub with shops, schools (Newmarket Academy), and Newmarket Railway Station. It can also link to NCN Route 51 (3-5 miles, via Snailwell Road), enhancing access to amenities and the national cycling network. LTN 1/20 emphasises coherent, direct routes to key destinations (section 4.2).
The lane support's Cambridgeshire's goals of promoting active travel, reducing car use, and improving public health, aligning with the Cambridgeshire and Peterborough Combined Authority's Transforming Cities Fund Objective.

Implementing or extending speed limits requires the making of a legal order, which involves a statutory consultation process. This requires the Highway Authority to advertise, in the local press and on-street, a public notice stating the proposal and the reasons for it. The advert invites the public to formally support or object to the proposals in writing within a 21-day notice period. Should any objections be received, a report would then go before Members for a decision.
Unfortunately, there is currently no funding available for changes to the speed limit, but a community can take action to fund the change independently. Once a community has gained funding for their project, the County Council would work with them to make the changes. One possibility is the Local Highway Improvement (LHI) scheme, which gives local people around Cambridgeshire an opportunity to bid for County Council funding for highways projects that will improve their community. Applicants can apply for up to £25,000 for complex projects or £10,000 for non-complex projects, with an expectation that the bidder (community group/Town Council/residents’ association etc.) will contribute a minimum of 10%. This may provide an opportunity for any proposals to be considered. It may also be helpful to approach the Parish Council with your concerns to see if this area is one of their priorities. With regard to the cycle lane proposal, this scheme is in the County Council’s Transport Proposals Database (TPD), reference TPD 494. The TPD is the Council’s long list of transport schemes and is the first step towards consideration for delivery. The route itself is not in the Local Cycling and Walking Infrastructure Plan (LCWIP), which forms the Council's top priority active travel schemes. However, it is still on the list and is therefore being considered fairly alongside all other active travel schemes in the county.
The Council is currently in the process of scoring and prioritising all active travel schemes. Because of the nature of the road, to be LTN 1/20 compliant and to provide a segregated active travel facility, the Council would be looking at a new path behind the hedge and away from the carriageway. This presents challenges and is likely to result in a fairly high-cost scheme. The route currently has a low to medium overall score, so it is unlikely to be a high-enough priority to receive funding in the near future. However, this petition will be added to the notes for this scheme in the TPD so that it can be taken into consideration as part of that process.
